Our team specialises in professional town planning and urban design services for a wide range of public and private sector clients across all types and scales of development.  

In addition to town planning, we offer proven award-winning skills in urban design. Our philosophy is based on the combination of these two disciplines to achieve the best possible outcomes for urban and regional development projects.

Warwick Horsfall

BA, GradDipUrbPlan, MPIA, CPP

Warwick is a Town Planner with graduate and post-graduate qualifications in town planning.  With nearly 30 years experience, he is a highly skilled and respected town planner.

Warwick offers services in statutory planning, strategic planning, amendments and rezonings, master planning and advocacy and/or expert witness representation at VCAT.

Warwick is a corporate member of the Planning Institute Australia (PIA), aCertified Practising Planner (CPP) and member of the Victorian Planning & Environmental Law Association (VPELA).  He is also a sessional member of Planning Panels Victoria since 1998.

David Hunter

David is a Town Planner and Urban Designer.  He has a Bachelor of Urban and Regional Planning and a Master of Urban Development and Design.

Having dual qualifications in town planning and urban design means that David can offers clients a unique skill set for urban and regional development.

David's experience extends across statutory planning, strategic planning, master planning, structure planning, concept plan development, design/peer review and participation of design workshops, advocacy and expert witness representation at VCAT and Planning Panels.

In 2012, David was awarded the Commissioner Hoffman Award for Urban Design by the University of New South Wales, recognising outstanding academic achievement and leadership abilities in urban design.

Matt Johnson
Senior Planner


Matt is a Senior Town Planner and assists with a wide variety of strategic planning and statutory planning projects.

Matt has extensive experience working within local government in strategic planning and statutory planning in regional NSW and Victoria and provides high level town planning knowledge to the team.  He offers a variety of skills across statutory planning, strategic planning, demographic analysis and assessment, planning policy and environmental assessment.

Matt's experience includes completion of a variety of both large and small strategic planning projects, including the preparation and review of a number of larger scale structure plans and planning policy.
